Karl Friedrich Christian Krause’s concept of penal law, though little noticed in Germany, can be regarded as almost revolutionary for its time, as it assumes that public law is not only – negatively – intended to delimit and guarantee the citizens’ spheres of freedom. Rather, the law should also promote the welfare of the citizenry. As a result, Krause’s considerations of penal law do not focus on law enforcement alone, but just as much on the resocialization of both (...) the offender and the victim. In contrast to utilitarian positions, the perpetrator must not be instrumentalized for the benefit of society, e. g. for preventative purposes; rather, the offender has a subjective right to be rehabilitated. This seemingly strange confluence of cultural (...) tendencies does, however, help explain why studying the drawn-out debates among German neohumanist scholars on the cultural origins of the Greeks ultimately offers a fresh perspective on certain problems of German national identity—in this case, on the ambivalent relationship to things foreign in that period of German history.Scholarly attention has recently been drawn to this question as part of the conflict over Martin Bernal's Black Athena, the first volume of which argued that nineteenth-century German classicists' denial of an Egyptian contribution to early Greek cultural development revealed their xenophobic tendencies. While Bernal pointed to racism as the prime motive for this repudiation of African and later of Semitic influence on the Greeks, he also invoked several of the other "-isms" that have proven so fruitful yet confusing for efforts to understand the intellectual and cultural climate of late eighteenth and early nineteenth-century Germany: romanticism, historicism, organicism, and of course neohumanism. 1 [End Page 483]The present essay is not intended to be another of the past decade's many responses to Bernal. Attention must be paid to that discussion, but it is important to recognize the extent to which this debate reflects a much broader disagreement about German attitudes in the romantic and nationalist eras. Some scholars portray the more cosmopolitan side of the romantic inheritance and stress its continued fascination with foreign literatures and cultures. Others, however, seem more like Bernal in citing the historicist turn to nature and nationality either to illustrate or to explain an alleged German xenophobia and hypersensitivity to issues of ethnic and cultural purity. 2It is to this wider question of the cultural legacy of German classicism and romanticism, historicism and organicism, that I would like to direct attention in this essay. Rather than invoking these "-isms" in an effort to explain the various positions taken in the debate about Greek origins, I hope to reverse the process and examine the relevant texts in an effort to clarify the broader implications of these issues of cultural purity and cultural borrowing, from the time of Winckelmann's first assertion of Greek originality through the rise of new kinds of nationalism and racism in the Wilhelmine era. 3 I shall show that belief in the importance of Greek civilization's Asian and even Egyptian cultural heritage remained strong for decades, even after Karl Otfried Müller's seemingly definitive rejection of such a connection in the 1820s. Moreover, most of the figures engaged on both sides of the debate made remarkably similar use of historicizing organic metaphors to help reconcile the twin values of national autonomy and cultural transmission, both so central to the self-conception and national identity of the German Bildungsbürgertum in this period. Continuity and connection with the environment, not purity and isolation from it, were the hallmarks of such organicist thinking across a wide spectrum of romantic, neohumanist, and idealist commentators. Only in the second half of the nineteenth century, with the passing of romantic values, the transformation of historicism into historicist positivism, and the development of new meanings attached to images of biology and race, would this situation slowly begin to change. Richard Löwenthal’s response to the challenges of ‘1968’ was more complex than that of most of his liberal colleagues. He did not simply remain beholden to the interpretative patterns of a German ‘special path’ (Sonderweg). He also, and increasingly so, drew on the conceptual framework of ‘Western civilization’ to make sense of and cope with the socio-cultural transformations of his times. What many like-minded intellectuals perceived solely as a ‘deviation from the West’, he also viewed as a ‘crisis of the (...) West’. This article argues that this transnationally ‘Western’ stance was part and parcel of Löwenthal’s intellectual profile as ‘cold war liberal’. This was a relatively rare species in Cold War Germany, and Löwenthal was rather exceptional in his sustained engagement with the topic of ‘Western civilization’. Compared with luminaries such as Carl Joachim Friedrich, Ernst Fraenkel or Karl Loewenstein, Richard Löwenthal may be lesser known in English-speaking scholarship, but he makes for a particularly instructive case when discussing ‘cold war liberalism’ in West Germany. With its focus on the spatialization of political thought, and ‘the West’ as a spatial imaginary, this article also seeks to contribute to the growing discussion of how to ‘spatialize’ intellectual history. In the 1970s, a multifaceted alternative scene developed in West Germany. At the core of this leftist scene was a struggle for feelings in a capitalist world that seemed to be devoid of any emotions. Joachim C. Häberlen offers here a vivid account of these emotional politics. The book discusses critiques of rationality and celebrations of insanity as an alternative. It explores why capitalism made people feel afraid and modern cities made people feel lonely. Although most Turks in Germany belong to the second or third generation of immigrants, they have retained the social, cultural, and religious identity of their country of origin. This article deals with this double identity of young Turks in Germany and their language-bound exposure to television, radio, press, and the Internet. Telephone survey data are presented regarding the integration and media use of Turks in Germany. The survey was carried out in 2006 on behalf of the public (...) broadcasting station of North Rhine-Westphalia. The analyses identify and describe different types of integration of Turks and investigate the relationship between their level of integration and their demographic profile as well as their patterns of media use. Causal analysis was focused on the question how different strategies of acculturation influence the use of mass media. (shrink)

This paper reports research on the influence of corporate and individual characteristics on managers'' social orientation in Germany. The results indicate that mid-level managers expressed a significantly lower social orientation than low-level managers, and that job activity did not impact social orientation. Female respondents expressed a higher social orientation than male respondents. No impact of the political system origin (former East Germany versus former West Germany) on social orientation was shown. Now Hutcheson with his ‘greatest happiness for the greatest numbers’ is the generally accepted source of this test of moral behaviour. It is not in Britain, however, but in Germany that one finds its origin. A quarter of a century before Hutcheson's An Inquiry into the Origin of our Ideas of Beauty and Virtue, a German philosopher provided a formulation of the (...) principle on which Hutcheson relied. Die Erregung, mit der in den 1960er-Jahren der von Theodor Adorno und anderen so genannte „Positivismusstreit“ ausgetragen wurde, hat sich in den fast 50 Jahren, die vergangen sind, seit 1969 der Sammelband zur Debatte veröffentlicht wurde, weitgehend gelegt. Das macht es möglich, von der Parteinahme für die eine oder andere Seite Abstand zu nehmen und noch einmal präziser die Argumente von damals zu durchdenken. Es zeigt sich, dass in der Diskussion zwischen Karl Popper und Theodor Adorno in Tübingen 1961 (...) die Gemeinsamkeiten die Divergenzen bei weitem überwogen. Erst mit dem Eintritt on Jürgen Habermas und Hans Albert in die Debatte kam eine polemische Schärfe in die Diskussion, zum Teil durch die Etikettierung der Position Poppers als „Positivismus“ durch Habermas und dann auch Adorno. Zusätzlich wird hier versucht, die Debatte der 1960er-Jahre dadurch zu historisieren, dass sie in einen weiteren Zeitrahmen eingebettet wird, der einerseits die weit in die 1920er- und 1930er-Jahre reichende Vorgeschichte des Streits sowie andererseits die Folgen der Auseinandersetzung seit den späten 1960er-Jahren einbezieht.Die Darstellung beruht auf früheren Arbeiten des Verfassers. Zusätzlich werden einige neue Archivfunde präsentiert und inzwischen erschienene Autobiografien bzw. Biografien der Beteiligten des Positivismusstreits ausgewertet. Es bleibt zu hoffen, dass sich in Zukunft die bislang nicht zugänglichen Teile des Briefwechsels zwischen Adorno und Popper noch auffinden lassen. (shrink)

ABSTRACT While Joseph Hooker was considering his upcoming presentation on the geographical distribution of species, he asked Charles Darwin for help with some references. During the ensuing exchange of correspondence, Darwin seems to have contradicted himself, regarding his being aware of Leopold von Buch’s observation that distributed varieties become species, prior to writing On the Origin of Species. Literalists and conspiracists have interpreted this apparent self-contradiction as a sign of duplicity and fraud. However, when the correspondence and Hooker’s address are (...) analysed in context, there is a more compelling explanation. Simply that, in response to direct questioning by Hooker, Darwin conflated the two names of Von Baer and Von Buch, and made an honest mistake. (shrink)

Seit etwa 20 Jahren hat sich mit der Erschließung des Nachlasses von Karl Popper ein neues Forschungsfeld aufgetan: seine frühe Philosophie. Popper selbst hat für diese Schaffensphase in seiner Autobiografie auf den Einfluss des Göttinger Philosophen Leonard Nelson und seiner Schule hingewiesen. Im vorliegenden Beitrag wird zunächst eine Kurzcharakteristik der Lehren und auch der politischen Aktivitäten der Nelsonianer gegeben, einschließlich des Versuchs, Popper als politischen Mitstreiter zu gewinnen. Dann werden in weiteren Abschnitten die Wissenschaftstheorie und die politische Philosophie Poppers (...) auf Spuren dieses Einflusses untersucht. Dabei zeigt sich, dass den bisher in der Sekundärliteratur erzielten Ergebnissen hinsichtlich der Wissenschaftstheorie Poppers noch weitere wichtige Resultate hinzuzufügen sind. Die politische Philosophie Poppers ist noch kaum auf Einflüsse durch Nelson untersucht worden. Sie sind ebenso erheblich, weil Poppers Verteidigung der Demokratie eine direkte Antwort auf die von Nelson entdeckte „Paradoxie der Demokratie“, das von ihm als „Lösung“ propagierte „Führerschaftsprinzip“ und die damit verbundene Ablehnung der Demokratie gewesen ist. In beiden Fällen zeigt sich, dass Popper sich an Paradoxien abgearbeitet hat, die von Nelson sozusagen erfunden wurden, nämlich der „Unmöglichkeit der Erkenntnistheorie“ in der theoretischen Philosophie und eben dem Paradox der Demokratie in der praktischen. Popper hat die Beweise für diese Paradoxien anerkannt, aber Nelsons Lösungen für diese Probleme nicht akzeptiert, sondern ihnen eigene entgegengestellt. Die Gegenüberstellung der Philosophie Poppers mit der Nelsons gestattet auch eine Neubewertung des Verhältnisses von Übernahmen einerseits und originalen Ansätzen andererseits in der frühen Philosophie Poppers. The book (in German) on “Solar Energy – challenge for research, development and international co-operation” is the report of a study group of the Akademie der Wissenschaften zu Berlin. It reviews solar thermal, photovoltaic, and bio mimetic solar energy techniques; prospects of de-central techniques in developing countries; transport and storage of solar energy; and chances for cooperation with Arabic countries and countries of the South of the former Soviet Union. The prospect of large scale energy production in arid areas, and (...) the modern potentials of conducting electricity over long distances by high-voltage DC transmission (V, 2.1) are particularly relevant for the concluding section. Political chances as well as risks were considered for reliable long term cooperation with various Arab countries on these issues. The recommendations appear to be still appropriate 25 years after the book was published, particularly the political advice in favour of cooperation between Europe and suitable countries of the Maghreb. The global time scale of implementation (discussed in chapter I, 7.2) is of the same (high) magnitude as that of other major changes in the history of technology, such as the substitution of sailing ships by steamboats which took almost a century.
